Position Summary:

This Head of Research will lead and oversee the research function of the Center for Strategic Development (CSD). This is a senior and pivotal position that is central to the think tank’s operations. The Head of Research will play a strategic role in CSD’s core business, direct the research agenda of the Center, and manage/supervise all levels of the policy/research team, including researchers and senior researchers.
The responsibilities associated with this role include, but are not limited to: leading and supervising the analytic work of CSD core teams in researching, analyzing and designing economic policy and national strategies including through the application of economic modeling, econometric analysis, behavioral economics or “nudge” analysis, and the techniques of systematic strategic foresight. The ideal candidate will have a strong record of driving a team of analysts to produce a steady stream of world-class economic policy analysis products. The Head of Research must have deep academic and professional expertise in economics and economic policy as well as managerial skills and strong soft skills. Command of the Arabic language is a plus.

Reports To:Head of CSD

Key Accountabilities:

  • Lead the development of the CSD research program and its capabilities to fulfill the vision and mission of CSD.
  • Lead the annual development and ongoing refinement of the CSD research agenda.
  • Serve as a central member of the organization’s leadership team and contribute to the development of strategy and the execution of strategic decisions.
  • Play a leadership role in the process of recruiting, selecting and hiring key research personnel; lead the supervision of research unit directors and research staff.
  • Set departmental and individual employee goals and provide regular evaluations of progress toward these goals.
  • Ensure reports, models and other outputs are produced at the highest standards of quality and timeliness.
  • Proactively monitor and review academic and private sector thought-leadership and other relevant activity in designated policy areas to ensure CSD research agenda is consistently relevant and current. Determine gaps in existing research and analysis to provide differentiated perspectives.
  • Develop and oversee budgets and policies and procedures for the research program.
  • Evaluate research tools and emerging technology and coordinate vendor relations as appropriate.
  • Participate actively in international policy and research networks and deliver presentations on relevant topics at conferences and meetings, serving as a leading intellectual ambassador of the CSD.
  • Build and maintain relationships with key CSD stakeholders, including government officials and staff, civil society bodies, and research agencies to ensure intimate, detailed and up-to-date understanding of their requirements.
  • Engage stakeholders in the identification of priority issues and scoping of projects.
  • Brief CSD leadership on progress in different research units, impact analysis and future trends.
  • Perform duties as assigned.

Competencies, Skills & Requirements

Background & Experience:

  • Ph. D. in economics preferred, Ph. D. in a field related to social development, economics, or related fields.
  • 15+ years of professional research experience required.
  • Experience in a leadership capacity in a relevant discipline gained within an academic or think tank environment preferred.
  • Experience working for or with the government sector is a plus.
  • Proficiency in English is required and Arabic is preferred .

Work / Academic Experience:

  • Extensive publication history in economics or in a field related to social development, economics, or related fields.

Position Summary:

Head of Finance & Procurement

Position Summary:

The Finance & Procurement Head is responsible of managing and overseeing all finance, accounting, reporting, budgeting, cash management and procurement activities for the center. He will work closely with the Head of Operations, CSD Head, and heads of departments during the annual planning exercise, budget execution as well as throughout the year to ensure effective management of the financial resources of the center. He will also be managing all procurement & contracting activities of the center.

Key Accountabilities:

  • Implement the approved financial and procurement bylaws and Policies & Procedures for the Center.
  • Manage the development of the finance & procurement department budget on annual basis.
  • Manage the hiring, development, evaluation and performance management of the finance & procurement department employees.
  • Manage the annual procurement planning cycle and translation into financial budget.
  • Coordinate with departments heads to prepare the annual operational plan and translate it into annual budget in light of the CSD strategic objectives.
  • Oversee the various procurement activities including purchase requisitioning, RFQ, RFP, response evaluation, selection and awarding, contracting and management of vendor relations and performance.
  • Manage the payment recording and settlement activities for the center in light of the cash flow forecast.
  • Manage the bank relations and ensure regular reconciliations between the financial books and bank accounts.
  • Manage the financial records of the fixed assets and ensure they reflect the actual status of the assets at CSD.
  • Act as a financial advisor to the CEO and heads of departments in relation to investments and performance of owned companies.
  • Provide and present regular management reports to the BoD, CSD Head and heads of departments highlighting financial performance and position of CSD and its investments for each accounting period.
  • Manage the cash flow of the Center and ensure effective management of cash outflow against liabilities and financial priorities of the center.
  • Ensure timely and accurate processing of the various liabilities especially employees’ liabilities including payroll.
  • Work closely with internal and external auditors and provide necessary details during audit cycles.
  • Work with IT department to deploy / implement required technology solutions for the finance & procurement departments (e.g. ERP systems).
  • Other tasks as assigned by the CSD Head.

Competencies, Skills & Requirements

Background & Experience:

  • Master’s Degree in Finance, Management, Accounting, or related field. Exceptionally strong and experienced candidates with bachelor’s degree may be considered.
  • 13-15 years’ of relevant experience in managing the finance and procurement activities for similar size organizations in the Kingdom.
  • Experience with accounting standard followed in the Kingdom including SOCPA.
  • Understanding government finance, accounting processes, and reporting requirements.
  • Sound knowledge of the tendering and procurement practices in the Kingdom especially with the government.

Economic Analyst

Position Summary:

The Economic Analyst will analyze models and simulations as part of the Economic Modeling and Research Unit. The Economic Analyst will assist in model maintenance, and report on simulation results and the socio-political implications of economic policy.

Reports To:Head of Economic Modeling

Key Accountabilities:

1. Prepare & run economic simulations

  • Collaborate with unit and Economic Modeling Manager to decide on the scope of simulations.
  • Set perimeters of models on 5 year basis.
  • Define variables for the simulations.
  • Run solicited and unsolicited simulations.
  • Refine modeling requests from government partners.
  • Prepare data to be used for simulations and set up assumptions.
  • Run simulations in collaboration with modeling team.

2. Produce Economic reports

3. Develop and maintain network and talent pool
  • Recruit and network with econometricians in both KSA and international regions (with help of HR Director).
  • Build a global network of econometricians to contract.
  • Grow an in-house talent pool of econometricians through internships, trainings, university partnerships etc.
  • Ensure productive relationships with experts, economists, and econometricians.

Position Summary:

The role of the Digital Librarian is to maintain and grow the digital collection of documents, datasets, audio-visuals, published materials in line with CSD’s mission and to liaise with other agencies to acquire and share materials.

Reports To:Head of Knowledge Hub

Key Accountabilities:

  • Maintains and grows the digital collection of documents, datasets, audio-visuals, published materials in line with the organization’s mission.
  • Liaises with other agencies to acquire and share materials.
  • Organizes the collections for easy access by CSD staff and external users, including designing the initial taxonomy and metadata structure if metadata is being used for storage, content management and retrieval.
  • Assists groups and individuals in locating, obtaining and using materials.
  • Trains others in the creation and preservation of digital resources and the use of the CSD's digital system(s).
  • Introduces and oversees information management governance, including development and oversight of file and folder naming conventions, proper tagging, storage, accessibility, security, privacy, IP issues, currency, accuracy and quality of CSD’s documents and datasets.
  • Procures licenses for digital content and administers contracts and procurement of digital content and data for CSD.
  • Interacts with IT staff in selecting/developing, implementing and maintaining the collection's technical infrastructure, including the application of search.
  • Provides input to the organization’s knowledge and information management plans.
  • Develops use cases for a more extensive taxonomy as the collection grows, oversees the testing and validation methodology for taxonomies and controlled vocabularies to be developed.
  • Enrich the content by applying the proper taxonomy and tags.

Internal:

All CSD Units/employees.

External:

Public and govt. entities such as department of statistics, SAMA, Ministry of Economy & Planning etc. for acquisition of knowledge assets.

Competencies, Skills & Requirements

Background & Experience:

  • Master's degree in library science from an accredited school.
  • At least 5 years of experience in a related field (corporate, university or public sector digital libraries and resource/data collections, knowledge and information management role, some data management experience for knowledge preferred).
  • Fluent in English and Arabic (reading/writing).
  • Private and public sector experience in the field of research is a plus.
  • Preferred: some business analyst and user needs analysis experience; knowledge of how enterprise search works, and the principles of information architecture.
